HSTPA 2019 has changed the game entirely.

MCI rent increases are no longer permanent. Buildings with a small percentage of rent regulated tenants are not eligible for a rent increase and therefore lose access to the MCI Abatement program from the City. There will be a schedule of reasonable costs for major capital improvements and no other work will qualify for benefits.

We recommend the document “2019 Rent Law Summary” available on the RSA website. DHCR has updated over 30 documents due to the sweeping changes of the new legislation.
